Our mission is to remove systemic barriers and to ensure that all students, particularly Black students, students with disabilities, and Black students with disabilities, in the Sacramento City Unified School District (SCUSD) receive a high-quality, equitable education.

This plan is a collaborative effort between SCUSD, the Black Parallel School Board, community partners, and families to address the unique barriers faced by Black students, students with disabilities, and Black students with disabilities. We are dedicated to dismantling systemic inequities, improving academic outcomes, and ensuring that every Black student, including those with disabilities, has access to the support and resources needed to thrive. Together, we are committed to creating increased transparency, thoughtful and impactful accountability, leading to lasting change for our students and community!

Sacramento City Unified School District (SCUSD) reaffirms its commitment to fostering a culture of trust, inclusion, and respect for every member of our school community.  In alignment with Directive 22, Action 5 of the District’s Action Plan approved by the Independent Monitor, SCUSD is dedicated to protecting the rights of students, families, and staff who advocate on behalf of Black students with disabilities, students with disabilities, and other marginalized groups.

The District strictly prohibits retaliation, intimidation, or discrimination against any individual who raises a concern, files a complaint, or participates in advocacy to ensure equitable educational opportunities. We recognize that open communication and courageous advocacy are essential to interrupting patterns of marginalization and improving outcomes for our students.

Existing SCUSD Board Policies (BPs) and Administrative Regulations (ARs) already safeguard these rights and establish clear procedures for reporting and resolving concerns, including:

*BP 0410 – Nondiscrimination in District Programs and Activities

*BP/AR 1312.1 – Complaints Concerning District Employees

*BP/AR 1312.3 – Uniform Complaint Procedures

*BP/AR 4030 & 4031 – Nondiscrimination in Employment and Employment Discrimination Complaint Procedures

*BP/AR 5145.3 – Nondiscrimination/Harassment

These policies prohibit retaliation, ensure confidentiality, and outline procedures for reporting, investigation, and appeal. They are publicly available on the District’s website and are also included in the District’s Annual Notice to Students and Families, most recently updated June 27, 2025.

The communication is intended to increase awareness of these protections and the procedures available to report retaliation or intimidation. 

By upholding these policies and communicating them widely, SCUSD seeks to create an environment where advocacy is encouraged, diversity is valued, and all voices--especially those of students with disabilities and Black students with disabilities--are heard and protected.
